The Municipal Urban Development Plan (POUM) of Montmeló establishes the framework for an integrated urban and territorial development model, articulating infrastructures, open spaces, and existing urban fabric. The plan review is based on a critical analysis of the current model and the municipality’s urban and territorial reality, aiming to improve urban quality, consolidate the territory, and promote sustainable and planned management.
Programmatic strategies are defined through the restructuring of urban and territorial spaces, the adoption of a compact city model with environmental quality, and guaranteed access to housing and services.
The city project is articulated through four key concepts. “Complete to Restructure” focuses on completing open space systems and structuring the existing city. “Recycle to Improve Quality” proposes the reorganization of inner urban areas to enhance their urban quality. “Open the City to the Territory and the River” integrates river axes as connectors between territorial and urban open spaces. Finally, “Integrate the Circuit” establishes the Circuit de Catalunya as a territorial structuring element that balances land use, connectivity, and landscape value.
The POUM project lines strengthen the interconnection of open spaces, cohesion of urban fabrics, landscape and environmental quality, as well as the integration of road and rail infrastructures, resulting in a civic, sustainable city model strategically articulated with 21st-century territorial development.
