The Avanç de Pla del Pla d’Ordenació Urbanística Municipal (POUM) (POUM) of Sant Jaume de Llierca constitutes the first working document of the municipality’s new general planning. Its objective is to define the main strategic lines for urban, territorial, and environmental development that will guide the town’s growth and transformation in the coming years.

This document identifies the municipality’s key challenges and opportunities—both in urban and rural areas—and establishes criteria for balanced, sustainable development that respects the natural environment and the landscape of the Fluvià Valley. The Preliminary Plan also proposes alternative growth scenarios, aiming to initiate a process of public debate and citizen participation that allows the collective definition of the municipality’s future model
