Over time, Parc de l’Agulla has become an emblematic and reference space for the Pla del Bages area, thanks to its environmental, landscape, ecological, agricultural, social, cultural, and heritage values. Its strategic location and the presence of water, with the Sèquia canal and the lake, have shaped it into a unique place, highly appreciated and valued by the surrounding population. The Agulla Declaration (2003 and 2016) has defended the preservation of the park’s natural and environmental values, while the creation of the Urban Consortium of l’Agulla (CUA) in 2006 has since provided a supramunicipal management entity.
Almost fifty years after its opening, Parc de l’Agulla stands both as an opportunity to enhance and expand the ecosystem services it provides and as a space affected by factors that constrain, limit, or threaten it. For this reason, it is considered necessary to draft an Urban Master Plan to foster a process of reflection and define the future of Parc de l’Agulla.
The purpose of the Urban Master Plan is to establish the appropriate urban and territorial framework to harness the potential for expanding Parc de l’Agulla, so that it becomes the main leisure and recreation area of the Pla de Bages, consistent with its environmental, landscape, and heritage values, interconnected with the urban centers, and guided by clear development strategies aligned with the needs of the territory and its people.
